Who we are

The Regional Centre on Small Arms in the Great Lakes Region, the Horn of Africa and Bordering States (RECSA) is an Inter-Governmental organization with a mandate of coordinating the implementation of the Nairobi Protocol on the Prevention, Control and Reduction of small arms and light weapons in the Great Lakes Region, the Horn of Africa and Bordering States. There are 15 RECSA Member States in the Great Lakes Region and the Horn of Africa signatory to the Nairobi Declaration and Nairobi Protocol namely:- Burundi, Central Africa Republic, Republic of Congo, Democratic Republic of Congo, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Seychelles, Somalia, South Sudan, Sudan, Uganda and the United Republic of Tanzania.

Member States

RECSA is an intergovernmental organization that brings together 15 Member States in the Great Lakes Region, Horn of Africa and Bordering States. Our Member States are committed to preventing, combating and eradicating the illicit manufacturing, trafficking, possession and use of Small Arms and Light Weapons (SALW) in the sub-region.

Our Mandate

The RECSA Secretariat is tasked with enhancing the capacity of Member States and overseeing the implementation of the Nairobi Protocol within the RECSA Region. As the only inter-governmental organization in Africa with a specific mandate to combat the proliferation of illicit small arms and light weapons (SALW), RECSA plays a vital role in promoting a safe and secure environment for sustainable development in the region. Aims and Objectives

To prevent, combat, and eradicate the illicit manufacturing, trafficking, possession, and use of SALW in the sub-region and prevent the excessive and destabilizing accumulation of SALW.
